CSWST2 Announces Five New Principals

As we begin the new year, CSWST2 is delighted to announce the promotion of five long-standing team members whose leadership, technical expertise, and commitment to our clients have helped shape the firm’s growth and culture. These individuals represent the strength of our internal leadership pipeline and our continued investment in mentoring, developing, and elevating professionals who embody our values.

Each of our new Principals has contributed meaningfully to their teams, their disciplines, and the clients and communities we serve. Together, they reflect the diverse expertise that defines CSWST2 — spanning civil engineering, land surveying, stormwater and green infrastructure, operational leadership, and multi-office management.

Julia Harberson, PE, LEED AP – Principal, Civil Engineering 

Julia’s leadership has been central to the firm’s growth in sustainable stormwater design, green infrastructure, streetscape design, and telecommunications coordination. Known for her thoughtful, collaborative approach, Julia brings a balance of technical rigor and creative problem-solving to her work across public and private sectors. Her promotion reflects her contributions as a mentor, project leader, and champion of resilient, community-focused design.

Linda Schmid, MBA – Principal, Operations & Finance 

As CFO, Linda has transformed the firm’s operational and financial systems, strengthening CSWST2’s long-term sustainability and resilience. Her ability to align strategy, process, and culture has made her an invaluable partner to staff at all levels. Linda’s promotion acknowledges her role in guiding the firm’s growth, supporting emerging leaders, and shaping a workplace grounded in integrity, efficiency, and professional development.

Richard Souza, PE, QSD/QSP – Principal, Civil Engineering

Rich leads CSWST2’s Point Richmond office and is widely respected for his expertise in utility design, pump and lift station rehabilitation, and wastewater facilities. With roots in construction management and mentorship from CSWST2’s founders, Rich has emerged as a trusted technical leader known for navigating complex projects with clarity and collaboration. His promotion reflects both his technical influence and his impact on our office culture.

Michael Vidra, PE, QSD/QSP, LEED AP – Principal, Civil Engineering

Mike brings nearly two decades of civil engineering experience, including his work at CSW since 2018. His portfolio spans K–14 education, mixed-use development, and multi-use trail systems. As the head of the Pleasanton office, he leads with an open and collaborative approach grounded in strong client relationships. His promotion reflects both the depth of his expertise and his ongoing dedication to developing the next generation of project managers.

Josh Woelbing, PLS – Principal, Land Surveying

A nearly 25-year veteran of CSWST2, Josh has played a foundational role in building and advancing the firm’s Survey Department. His expertise spans boundary and right-of-way determination, subdivisions, construction staking, and detailed mapping of existing conditions—skills honed under the mentorship of CSWST2’s surveying founders. Josh’s leadership blends deep technical knowledge with a genuine passion for the profession. He serves actively in the California Land Surveyors Association, currently as President of the Marin Chapter, and contributes to the Board for Professional Engineers, Land Surveyors, and Geologists as a Subject Matter Expert for the California-specific PLS licensing exam. Josh’s promotion reflects not only his longstanding commitment to excellence but also his ability to inspire, mentor, and guide the next generation of surveying professionals.
