CSWST2 has supported the City of Hercules and private development partners in transforming a former industrial site into the Hercules Transit Village—a resilient, mixed-use waterfront district centered on future rail and ferry service. The long-term vision emphasizes multimodal connectivity, adaptive reuse, and sustainable growth in a climate-sensitive setting.

The team prepared a comprehensive Transportation and Utility Master Plan to guide phased development, coordinate street and utility infrastructure, and address projected sea level rise. This planning effort integrated historic structures, emergency access, and long-range development projections into a cohesive framework for future investment.

CSWST2 also led final design efforts for key infrastructure projects, including roadway realignments, bridge construction, creek restoration, and utility upgrades. These improvements established safe connections to the waterfront and future transit facilities while addressing flooding, stormwater treatment, and ecological resilience—advancing a walkable, connected district that continues to evolve over time.
