Cliff Drive Resiliency | Capitola, CA
CSWST2 supported the City of Capitola in advancing resiliency planning for Cliff Drive, a critical coastal roadway that serves as the primary east–west connection and evacuation route for Capitola Village. The corridor is also a heavily used walking and biking route along the coastline and a signature segment of the City’s waterfront.
Following severe storm events that eroded the coastal bluff supporting Cliff Drive, CSWST2 led efforts to evaluate long-term strategies to protect the roadway while enhancing multimodal access. The work considered a range of retreat, adaptation, and protection alternatives, informed by site constraints, coastal processes, and community priorities.
Through integrated engineering and public outreach, the project supports the City’s goal of maintaining a safe and resilient transportation corridor while responding to sea-level rise, bluff instability, and the realities of building within a highly constrained coastal environment.
